The suggestion came after Dr Keating advised a nurse to confront the former director of surgery about the unusually high number of wounds which reopened after his operations.
The forms - which were tendered to the inquiry - show Dr Patel had only accepted a four-month locum position after refusing Dr Keating's initial offer of a four-year term.
The administrator denies he tried to mislead the Immigration Department, which generally only grants visas for the applicant's term of employment.
