Gareth Edward James, 43, of Llandegley, Powys, was pronounced dead in hospital on Monday shortly after the crash, while the police officer needed surgery.
An IPCC spokesman said on Monday that it was not thought that the police car, an unmarked Ford Mondeo, was responding to an emergency call at the time of the crash.
